Cargo Nomination - Marine, Pipeline and Sample

Nominations are work orders from the operators to inspectors. When a movement or custody transfer (load, discharge, pump-over, etc.) occurs, third-party inspectors are charged with reporting the parcel's quantity measurements and quality test results, as well as the Port Time Log. Navarik Inspection provides the ability to enter, maintain, and track the life cycle of a scheduled cargo inspection (marine, sample, pump-over, LNG, expeditor). Operators can create, clone, revise, rescind, and refresh nominations to cargo inspectors, for both marine and non-marine (tank inspections and tank-to-tank transfers) nominations. The nomination history is systematically maintained throughout the process.  By standardizing the nomination process, operators and schedulers are able to create and send nominations faster and more accurately.

Templates & Snippets

Template creation reduces the amount of time to create a nomination to under a minute, enabling operators to send a nomination quickly and accurately. Templates are also kept in sync with the other data elements in the system, which ensures only the most accurate slates, or operations information, is being used. Snippets allow commonly used documentary instructions to be made available from a drop down selection, avoiding the need to retype or copy and paste these instructions for each individual nomination. Snippets are also kept in line with any revisions made to them, so a change in instructions will automatically be propagated to the entire operations team.

Quality Test Slate Management (Tests and Methods)

Test slates are templates applied to cargo inspection nominations, designed to communicate the test methods an inspection company will use to verify the quality of a cargo. A slate includes one or more quality tests—and for each test, the specifications for the results may be defined. The main purpose of a slate is to minimize or even eliminate re-entering quality test specifications when an operator creates an inspection nomination. The system has controls to prevent redundant slates, resulting in better quality data. Cargo assurance users and operators can create slates of tests for an unlimited number of cargoes. Users can also tag their favorite slates for use when nominating inspectors.

Slate Management ensures cargo quality knowledge rests with the Operator, ensuring they are aware of the tests being ordered and what the expected specifications should be.  This prevents off specification cargoes from being delivered or received.

Inspection Worksheet Results (Actuals)

Inspection worksheet results provide the cargo movement assessed landed value figures entered by the inspection company, including the time log (port log) if requested in the nomination. When a nomination is issued, Navarik Inspection generates a results worksheet for each parcel included in that nomination, and the inspection company nominated for that parcel is the only one allowed access to it. Independent inspection companies may not see another inspection companies results worksheets even if they are nominated in the same nomination. Inspectors are able to attach required supporting documentation to the completed worksheets. Operators can request retests or confirmation of any elements before accepting results.

The standardization and collection of inspection worksheets allows companies to react faster to anomalous data and to build powerful reports.

Inspection Invoices

After an inspector finishes a cargo inspection, the inspection company can generate an inspection invoice within Navarik Inspection. Without Navarik Inspection, time constraints for payment, combined with efforts to meet multiple business objectives, often requires identical data to be managed in a variety of different systems. Not only does re-keying this information reduce productivity, it also jeopardizes data integrity. Inspection invoice information in Navarik Inspection can therefore be passed along via web services to facilitate straight-through processing to financial systems and reduce this administrative burden. It also provides a clear link between the work requested with the work being invoiced, eliminating accidental over charges and double billing.

Dashboard

The dashboard provides a consolidated view of data depending on a user's role—because each user's focus is different, the data displayed on the dashboard reflects that. For an operator, the focus is on current nominations, worksheets, and invoices. For cargo assurance and oil loss, the focus is on loss reconciliation. For inspectors, the focus is on outstanding nominations and worksheets. Users viewing the dashboard will see the latest items that may need their attention, while drill-down capabilities provide them with quick access to the underlying data.
