Shell's CoBRA system includes a global small-vessel database that makes technical specifications, use history, restriction information, and inspection history available to authorized users. It replaces a number of more manual small-vessel evaluation systems that were not coordinated with each other—which made it difficult to determine whether and when Shell had inspected or used a particular vessel, especially in another part of the world.
In 2005, Navarik and the Shell Group created CoBRA (Coastal Barge Risk Assessment) as a web-based application for Shell to evaluate barges and other small vessels.
Like other large oil companies, Shell operates or contracts thousands of small vessels, from crew transport boats to oil barges, to assist with its operations around the world. CoBRA lets Shell users easily find and review small vessels and barges that have been screened or vetted for use. The system also allows authorized users to record the status of vessels, including vetting information, to ensure that they meet Shell’s stringent safety and regulatory requirements.
Prompting development of the CoBRA system was a similar move by the Oil Companies International Marine Forum (OCIMF), which extended its SIRE (Ship Inspection Report Programme) system to cover smaller vessels. CoBRA users can upload reports from the OCIMF now, and we hope to work with OCIMF over the next year to automate the data exchange through a web service—similar to data exchanges we already provide for Shell and other customers.
Navarik has been working with Shell since 2003. Together, we have designed, built, and launched several web-based software systems—which Navarik now runs and maintains for Shell—to capture, process, and share vessel and voyage information. The new CoBRA application also augments Shell’s existing monitoring and evaluation systems for tankers and other large transport ships.
Shell takes its responsibilities for safety and vessel, facility, and environmental security seriously, and the CoBRA system helps ensure that all the vessels it uses, right down to the smallest boats, meet the company’s exacting standards.
Like other systems Navarik runs for Shell, CoBRA is securely available over the Internet, from nearly any computer with a standard web browser, anywhere in the world. It provides an easy-to-understand, colour-coded summary of a vessel’s inspection and evaluation history, so Shell staff can see at a glance whether its owner has made improvements. As with Shell Navarik and other systems, Navarik provides Shell with full hosting and maintenance for CoBRA at a top-tier web hosting facility, which ensures that the CoBRA application and global database remain available for users in any of Shell’s regions at all times.
