Developed for the Chamber of Shipping of British Columbia, the Online Notification System automates much of the paperwork required of international vessels entering B.C. waters. It is part of continued efforts by the Chamber and its members to help government and regulatory agencies improve port security without impeding the efficient flow of goods.
Over the last five years the shipping industry in many jurisdictions has been required to file more and more paperwork with various regulatory agencies. Agents, shipowners, and operators have shouldered a large part of the burden.
The Canadian government, for example, requires that cargo vessels calling Canadian ports file between five and seven notices of arrival to various agencies and organizations. Each of these forms is formatted differently, and includes a different set of fields to be filled out before submission.
Navarik is an associate member of the Chamber of Shipping of British Columbia. Working closely with the Chamber's Member Services Committee, Navarik developed the ONS (originally known as the Pre-Arrival Notification system, or PAN) as a web-based application to permit Chamber members to file all possible notices (with attachments, such as crew lists) with the appropriate government agency—through a single web interface, using a standard web browser on any computer.
The ONS reduces data entry and its associated errors, and makes submission to various agencies quicker, more accurate, and easier to do, so Chamber members can comply with reporting regulations without drastically increasing their staff workload.
Workflows developed for the ONS and technology can be extended for use by other shipping community organizations in other regulatory environments, or even by government agencies directly.
